Commissioner Laura Obert called the meeting to order at 10:00 a.m. Commissioners Franklin Slifka and Nick Korthals were also present.
Montana minute: Commissioner Slifka commented on the Canada fire. Commissioner Korthals commended amazing mothers. Commissioner Obert added Happy Mother’s Day to all mothers.
Community update: Commissioner Slifka attended the DES meeting on the dam. Commissioner Korthals met with the Sheriff and Undersheriff re: the budget. Commissioner Obert participated in interviews for the position in the Justice of the Peace office, and attended the DES Hebgen Dam training.
Commissioner Korthals move to approve minutes dated 4/18/16; to approve minutes dated 5/2/16; to sign a letter to Bill Amsk re: procedure he has questioned; and to sign department head time sheets. Motion seconded by Commissioner Slifka and carried. Commissioner Obert read the claim amounts.
Communications received: Memo re: the budget; MBAC quarterly report of revolving loan fund; Rural Montana magazine; and claim from Commissioner Slifka submitted without proper verification. Communication items are filed in the commissioners’ office as deemed necessary and are available for review.
Commissioner Korthals move to approve claims dated 5/21/16 for $77,478.87. Motion seconded by Commissioner Slifka and carried.
Commissioner Slifka moved to approve payroll for pay dates 4/15 and 4/29/16 in the amount of $321,813.09. Motion seconded by Commissioner Korthals and carried
Allison Kosto, Extension, appeared for the monthly update. The contract for mosquito control needs to be signed. The mosquito truck with fogger need $800 repairs immediately, with more necessary later. The old truck is for sale. Broadwater is the only county with Extension managing mosquito control. Most counties have weed and mosquito together. She will attend a wheat diagnostic clinic at Kansas State. Five people graduated from the Master Gardener Course, and are volunteering in the county. The no-till drill is being used by several growers. She will help with 4-H Camps and has planned two rancher tours this summer. 4-H Clubs are helping with Ag Day on May 26.
Brian Hohn, Solid Waste, was present for the monthly update. The Board discussed a better way to track fee appeals, and developed a form to be used. He asked permission to proceed with the appeal form. Commissioner Korthals moved to grant approval to move forward. Motion seconded by Commissioner Slifka and carried.
Brian stated the KOA pays solid waste fees, but the department receives no fees for the campground area. He is working on the FY17 budget. The equipment shed is complete, with the baler inside.
Nichole Brown, Community Development Director, presented the Galzagorry #3 and #4 Minor Subdivisions for final approval. Per Montana Code, the commission cannot add conditions after granting preliminary plat approval and the conditions for approval are met. A lengthy discussion ensued among Nichole, County Attorney Cory Swanson, Chuck Hahn, Julie Lethert, Sanitarian, Bernadette Swenson, Planning Board member Jenny Schauber, Chris Wright, Mike Delger and the commission. The primary discussion was about the irrigation ditch easement, water right and secondary easement for the ditch easement between the water right holder and the land owners. All the issues should have been addressed at the preliminary plat approval meeting or previously with the Planning Board.. The consensus finally was to postpone a decision for two weeks.
Nichole presented the Dry Gulch Acres II Minor Subdivision for preliminary plat approval. After a brief discussion it was agreed to table the decision for a week.
The Health and Mosquito Boards have reviewed the Mosquito Control Program Agreement. After a brief discussion re: contract vs local control and comments from Larry Wright, Commissioner Slifka moved to sign said contract. Motion seconded by Commissioner Korthals and carried.
Commissioner Korthals moved to sign the request for FAA Approval of agreement for transfer of entitlements from Broadwater County and City of Townsend/ Townsend Airport to Hill County and City of Havre/Havre Airport in the amount of $145,000.00. Motion seconded by Commissioner Slifka and carried.
Also in attendance were Joan Hill, Jeff Langlinais, Seth Wenzel, Bill Upthegrove, and Eric Crusch.
